How do u curry favor with major races?

I am playing as the Romulans on impossible and can’t seem to get a major race (currently federation and dominion) to accept any non aggression pacts. Furthermore I want to eventually build a relationship with a major race in hopes of creating an affiliation treaty. Any advice on how to do that ?

give them money lots of money
give them territory
make a warpact with them against one of their enemies
never cross into their territory
never combat with them even in self defense
never use intel against them, even internal security
but if they already have a low attitude with you it will take a long time, if it is even possible.
some races are natural enemies

So I started at T1 on impossible. I’m on turn 135 and am barely pulling in 5k a turn. Do you think it’s worth it? My main objective was to get trade routes and also gain strategic strike points inside enemy territory

I never bother with diplomacy myself unless it is a war pact

as romulans, if they have not advanced in tech above you yet I would build lots of troop transports and take all their systems and eliminate them.

that is the objective.

I am definitely behind in tech. The federation somehow amassed 28 command ships above tech level 6 . I’m still in T4. So that’s why I’m considering the espionage route by gaining there trust and exploiting them. They are having none of it right now though.
