The mention of Cloaks in 'Balance of Terror' being new could be a reference to the fact that that particular model was new, since the romulans change and update the cloak with advancements of sensor systems.

That was the first time the Romulans had invented cloaking technology, and the first time the Federation had seen it. That is why they sent Kirk to steal it, it was an advantage they wanted to copy. The Romulans then traded cloak tech to the Klingons, who'd also never seen it, for D7 cruisers. What I find interesting is that the Feds never tried any other sort of Stealth tech.
That hologram system the Romulans used seems to only work on relatively weak sensors, but I'd guess that an updated version could do better.
In one Ep of TNG the Federation encounters a ship with some wierd sort of armor that blocks long range scans, as well as partially dissipating phaser shots.

It was impounded by the Vulcans, thus raising the question of why the Federation didn't reverse engineer the hull plating it used.

Sounds awesome that Rodriguez will produce it! AvP2 was so bad so they have to make a big reparation to save the Aliens/Predators Universe! I'm also glad that the new movie won't play on earth man, what a shithole
