Creating a Custom map?

Is it possible to create a custon map where you can predetermine where you will start on a map and which minor races are closest to you? Or can you only modify a map with the map mod?

It is possible to produce a custom map, but not without a great deal of work. I am actually working on a Canon Alpha/Beta and Gamma Quadrant map for UDM named Dominion Wars Scenario. The Map will be released with the next UDM update and this should be at the end of this week.

If you only change Minor things, you can go with UE, but keep in mind that UE can not move ships yet. You will need to hex-edit their positions.
