I noticed the presence in the lexicon of names such as the Federation President, the Cardassian Legate, the Ferengi Nagus, the Romulan Praetor. Are they related to the assassination attempt in the lexicon or something in the "inttext 3.db" or both may be?

no there usually used for the initial Hi-score table name entry
