yes when I played as a noob but it only works against a lower level AI. And doen't usually work in mods. I've not used one for over 5 years.

a line of starbases/outposts across your territory

It's funny there's a trick, if you have 1 tt building 1 outpost I, and then upgrade to Outpost II, the tt remains and the outpost is finished (Little botf bug)

This works same for upgrading Starbase I to Starbase II, useful as you can create a massive line of starbases around your territory in 1 turn, and keep the TTs.

I have employed this tactic to great effect in MP.

What I do like doing is using outposts to cover more territory, and using very high speed interceptors on intercept to cover the wide space. If you have Raider IIs or Defiants it works amazingly.
