ok - now it works with windows 8.1:
first i had to download processmonitor from ms, than i was able to see the failure. it was an incompatible dplayx.dll (no permission + missing parts) inside the syswow64 windows-folder. than i went to http://de.nodevice.com/download.html, downloaded the old DPLAYX.DLL and put it into the botf folder. now the game + mpr++ is running at full speed :-)

More testers is always welcome but like thunderchero pointed out already, I think the most bugs are already reported by now.
I need to find time to continue work on the next version and resolve current issues.
However for most of the people it seemed to work fine 'enough' so this topic is kept open till the next version is ready - which might take a while as I'm pretty busy atm.

@Silverbreaker it's interesting old directplay caused the trouble

in all my tests vanilla with old directplay still has major mouse lag. it almost sounds like Silverbreaker install of windows 8.1 was incomplete. since he stated he was missing "processmonitor from ms" and yes Microsoft has been trying to get rid of directplay for years, direct play was last supported by directX 9. I was very surprised windows 8 even installed it, and it looks like full install of windows 8.1 will no longer install directplay.
