Making Minor more powerfull

I tend to start in tch 4 or 5, because i love TNG/DS9/Voy area and colonys that can already build some ships quickly.

Yet the minors are so .. minor in those ages...

is there a way to use the editor to add ships or population or power to minors using the editor?

here is a few things, but basically no minors will never be powerful.

in UE edit/starting conditions/starting technology.
on left is a list of all minors. When one is selected you can adjust tech level they start at at different levels. Minors have 10 levels per minor that can be adjusted. Vanilla used this to hold back some minor races by keeping tech lower even later in game.

adding ships to minors give them ships, but AI minor race code really does not know how to use them.

minor planet max population must be hex edited.
