The changelog:

Some tweaks to diplomacy AI, hopefully AI empires will be more proactive in offering gifts and proposals to minor civs.
The Borg will use their Interceptors for, well, intercepting. They will also use their idle Probes in Hard+.
Fixed a bug in AI shipbuilding.
The AI should handle (over)building Scouts and Surveyors - and their upgrades - better. Should also scrap obsolete Scouts when building upgrades, in certain conditions.
Fixed an issue with AI Scouts finishing their missions.
The AI might handle building stations a bit better, but not much yet, if at all. Will have to take a hard look at this at some point.
The AI should handle terraforming colonized systems a bit better, might have a positive impact on mid+ game.
Envoys should now be handled correctly for Assimilation and Contamination.

Cleaned up and slightly tweaked the Shipyards view in the Assets screen, and changed the way ships being repaired are displayed.
Also added a repair icon to the dock display (still need to update the dock on the turn the order is issued).

I'm currently going over the AI's construction of space stations, some fixes and improvements.
Also, building a science station in stellar phenomena will set it as surveyed, with the science ability rating of the science station (which by default is 100%, so you cannot survey it further with a survey ship - but you can survey it before building the station, ofc). Ion Storms will be fully surveyed, all sectors, and Wormholes will reveal their type and have both endpoints (if stable) explored and surveyed.
And now, you cannot build a science station at both ends of a stable wormhole, only one of them; you can still build an outpost at the other though.

I met a repeatable error. It shows even if you press the turn button just after uploading the attached save.

I think you have posted the wrong log? (april 8th)

Anyway, I have managed to reproduce and found the problem. One of your envoys was en route to Luria, and the Lurians joined the Dominion. Fixed it for the next patch.

 yea, a clumsy clicking....
Error 20260607.txt
BTW, I have just noticed that an attempt to recall that envoy (Chekow) on the Assets/Personnel screen produces immediate error.
Error.txt
But I was able to recall him one turn before.

Do you have a save for that game that is close to when the Romulans started getting behind?
I'd like to test the new station construction code.

Attached is a save from turn 61. The Roms had 5 colonies that time and were slightly behind. They had 6 colonies around turn 70 and nothing more till the turn 200.

Thanks for the save, it's very helpful!

By turn ~90 the Roms have built an OP to the NW, colonizing 2 more systems, and allowing some more exploration.
They're also building another OP to the SW, which will get 2 more systems within colonization range, and unlock even more in the future.
They have the less favorable starting location, but this should help a lot.
There's still a few quirks to iron out; the AI might, in the long run, build too many stations, not sure. Will need to be tested. It does build OPs far from their territory, taking advantage of affiliated civs, which might feel a bit like "trespassing" on someone else's territory.

I will need to check why Eta Eridani is not building a SY, it should... it is vital for expansion.
Also, some of the empires are running a huge deficit for whatever reason - they're overbuilding ships, not sure why.

Fixed a couple of bugs.
The autobuilder was not activating farms in a specific situation, leading to starvation.
When multiple colony ships are terraforming a system, when the mission is completed it could happen that the fleet order of some of them would not be updated immediately.

Fixed.

Something is puzzling me, and I've noticed this before when loading one of your saves, geordie.
For some reason, the AI empires seem to disregard their ship maintenance costs on game load, and go gung-ho on shipbuilding, in what I assume is them trying to fill up their fleet support.
Have you ever noticed them going bankrupt after loading a savegame ?
