Yes, I have noticed a big deficit 2-3 times, like -15k credits, but as I remember there was only one empire going bankrupt each time.

Fixed a small calculation error in envoy recall while en route.
Made a lot of progress in the AI station construction code; still need to improve it, to make the AI more efficient, but it is looking good so far.
The AI should now take the maintenance cost of stations into account, but it might need to be tweaked.
Also fixed an issue with repairs that could hamper the AI's fleets, namely scouts (and exploration).
And made it so that in galaxies with lower system count, there will be no zero pop systems, which might also help the AI a bit.

Last night I saw the T'Lani attack and destroy a Rom (AI) outpost that they had built for expansion (leaving a scout stranded).
Another smallish fix in repairs.
Made academies decrease the impact on XP when ships are getting their crew replenished (due to damage taken); the higher the academy bonus (if any), the less XP is lost.
Improved the use of Borg interceptors.

AI will allocate less credits for gifts when at war (depending on whether it's with a minor civ or an empire).

It looks that despite a new patch the (not so genetically advanced
) Vorta were able to reach a small cash shortage.

It seems that the Founders are not that good at bioengineering after all
Deficits that small do not worry me too much, as they can easily be recovered from and the impact is not crippling, but still it needs to be addressed. If this problems persists, and you find large deficits, please post a savegame a couple of turns before the problem triggers, so that I can check it (if you want to post this one too, I can take a look).
The gifts still need to be improved, namely when and to who to offer them. In my current game the Dominion have dumped a huge amount of credits into the Hirogen's pockets - though the reward will be immense if/when they become members.
I still also need to slightly tweak the wartime spending credits margin.
Still a lot to do.
BTW, I fixed an issue where the Cardassians (AI and autobuild) were mishandling their Forced Labour Farms in some colonies after building the Re-Education Centre, leading to starvation. I don't think there should be similar issues with other -1 Morale buildings, but will have to test those someday.

For now, the deficit is going down and should disappear in two turns unless the Vorta are cooking something else.

The AI will now take into account any gifts they offered when checking their available margin for shipbuilding.
I think purchasing builds removes the credits right away, so it shouldn't be a factor in this issue.
I found and fixed an issue with fleets finishing their missions, which made scouts act silly and waste fuel unnecessarily - this might be the reason for the AIs depleting their deuterium stockpiles in the early game, which might have an effect on their expansion.
AI scouts are still a bit innefficient at exploring, sometimes a few of them go needlessly to the same general area; they do eventually correct their routes, and explore all possible sectors, but there's still room for improvement (though not a priority).

I think I know what's causing it: a minor civ with lots of ships joins the empire, and fleet maintenance suddenly spikes because of it.

Fixed recruitment during bombardment, and tweaked bombardment damage.
Some UI fixes and tweaks.
Autobuild tweaks, and fix for possible starvation when building the Card ReEducation Centre.

I've been improving the code for spawning the empires' homesystems, in the last few days. I think it's been fairly improved, especially for Sparse games. I also increased the star count in Spiral galaxies a bit, the arms were a bit too lacking (the core still offers a large advantage for who spawns there, though). Spiral Sparse maps should be better now I think, especially in smaller maps - if anyone plays those.
If you have any other suggestions/observations/ideas related to this, please post them here, so I can take a look while I'm at it.
I think it might be time to increase the map sizes now, by one step: 24/36/48/60/72 -> 36/48/60/72/80

I'm preparing the next full release, which is taking quite a while because I want to do a lot of clean up and reorganization work since it will break savegames.
