Added a SitRep for it, but it gets somewhat duplicated due to coding constraints. I'll try to get around it later.

Do you know if those 1st two sitreps are in the correct order, or inverted?
That is, did the Malon join first and then terminated, or they terminated and then joined again?
(I'm asking because it might be possible that the order of some sitreps might get swapped due to how the code handles them)

It's just a partial copy of that turn sitreps. The order is intact.
The Malon had the affiliation treaty with the Roms before that turn.
I assume there were again paralel proposals exactly in the same turn.

So, the Malon were previously Affiliated with the Roms, and in this turn they accepted a Membership proposal by the Roms, AND terminated that same Membership treaty?
Maybe due to the bribe from the Klingons?

That's correct for me.
I am of course against any bribing but unfortunately my Klingons were doing that for some time.

Please consider allowing to redirect envoys between other races without obligatory return to the home system. And please add wormholes to the trip time calculation.
I also suppose an envoy retirement could be immediate or last one turn as it would be an expected event. Maybe envoys in travel could 'retire' longer time.

I have found a bug (or an inconsequence) in envoy replacing:
The Cytheri system was under the Borg attack, but - I think - my envoy should not be assimilated. The system assimilation happened in turn 127.

BTW - should the Cytherians be able to guard themselves effectively against the Borg attack?

Heh, good catch, he was already returning. I'll fix that later today.
Do you have a (close enough) save where either you or I can confirm the fix, after I upload it?

The attached save is from a turn when the Borg have entered the Cytheri space and I have withdrawn my envoy.

No, for me the Cytherians are the mammal race so should be assimilated.
I meant that the Cytherians should have a chance to defend themselves because of their knowledge supremacy. I think the only option is to give them a kind of 'special' batteries, like 3-4 times more powerful. At least to force the Borg to use more ships, to see the elephant and get some losses.
BTW - in my game they had 9 batteries, but only one powered.
